Title: Previous City Managers as Admin

I have encountered the 2nd person in a few years who has followed the current path:

-Previous city manager who is involved in scandal including embezzlement. (Previous coworkers or subordinates faced prosecution and/or litigation.)
-Resigns with no consequences from city.
-Suddenly appears in high paid (300k+) admin role despite no academic background.

Like I said, n=2, but I'm not even involved with admin so if I've encountered this twice, it leads me to believe it's a "thing" to dump a city manager onto a local state institution as a "landing pad."
