In terms of the publishing world, for my first book I emailed several acquisitions editors ahead of the big conference in my field to set up meetings. At that point I had a proposal and about two chapters written. I set up several meetings and then went with the best deal for me. I needed a book for tenure, so it was the deal that offered the quickest turnaround.
I like an advance contract as you set deadlines with the publisher. I work to a deadline, so it's good for me. I never have more than two chapters written at the time I seek an advance contract. But I think this is one where you need to know yourself, how you write and how you work.
I have never made any money from my books and I've gotten paltry raises because of them. I like writing books.
