The NCAA was about to institute rules for student athletes getting paid by external sources. But the Department of Justice sent them a letter telling them that the proposed rule would be an antitrust violation.

The NCAA's response: "Whenever we consider revisions to the rules, however, we of course receive input from many interested parties, and we welcome your invitation to consult with the department so that we can hear and fully understand its views as well."

Usually, when Justice Department prosecutors tells you not to do the crime, it is wise to abandon the plan entirely and immediately. Considering them one of many interested parties may be inadequate.
