Sit tight. Nothing is going to happen this week.
There will be a lot of action...mostly rejections next week if the trend from previous cycles holds true.

Yes, there was shut down last year.

There were shutdowns in last two years. I got rejections on Feb 5 and Feb 15

Keyword - cycles (i.e., more than 1).

Jan 2018 shutdown lasted 3 days.
Dec 2018 - Jan 2019 lasted 35 days.

There hasn't been any other shutdowns since 2013. And the FY2020 funding bill has already passed both houses and was signed. So we can get off the outliers for shutdowns since there won't be one.

Further searching, via Twitter and personal contacts show an increased number of rejections sent in previous years the week after New Years. I would expect for that to remain consistent.

Today is the last day of 2019, and just curious who will be the luckiest one to get notification of awards today.

I saw a non-CAREER award posted on the CMMI/ECI webpage on Dec 30.

Thanks for letting us know! I actually have another proposal pending since late-May in CMMI but am worried to contact the PO because of the pending CAREER.

Why would contacting the PO alter the status of your pending proposals? Do you think by contacting the PO s/he will reject your proposals just for you asking about them?

I noticed that my status date has been updated to 12/31/2019, but the status remains pending. No emails nor phone calls from PO...

Responses are often batch loaded and dispersed at the same time. This can be an automated process.
