Not every time. I was hired with tenure once. Weirdly, I was hired with tenure at my highest ranked university employer. How weird is that? The slightly lesser (research wise) schools refuse to hire with tenure. Twice I was awarded for tenure in my second year. There doesn't seem to be any shared system or method universities.
