Dueling rulings in Washington state and Texas

I am unclear about the distinction between the two rulings.  Here's what I think I understand.  Both are in federal district courts.  Washington judge said FDA could make no changes to access to mifepristone in states covered  by his court.

Texas judge told FDA he was suspending approval of the drug, basically sending it back to before its 2000 approval.  His decision is more wide ranging, potentially, because it could stop manufacture of the drug???
