Hello good people,

I have a quick question. I had a good proposal that declined 2 times in the same NSF program. My question is can I approach the PD and ask for an EAGER? We propose to develop a software/tool in my filed which the reviewers said is creative!

How to ask the PD about the possibility of applying for an EAGER?

It never hurts to ask.
Simply send the PM an email and request a discussion for possibility.

Definitely pursue an EAGER. There are benefits to an EAGER, but you can't just submit it. It needs to be invited by the PD. The EAGER exists to fund the research that may be nascent in its development and may not make it through a full panel review or fit nicely into one of the other program areas but has excellent potential. Typically EAGER proposals are only subject to internal review; however, some cases may be sent for external review. One thing to note is that an EAGER extension is allowed, but it must go through a full merit review (e.g., panel).

Run it by the PD, gauge excitement/interest, and then ask if they'd be open to an EAGER submission to support the idea potentially.

I wonder if the declined proposal go to have good ratings in order to be eligible for an EAGER? the first round I got better ratings (close to funding) compared to the second round. in the second round they just killed the proposal!

Not really. It is totally up to the PO considering your proposal/idea for an EAGER.

Below is the PD' response for my EAGER request.

"Thank you for reaching out about your XXX proposal. I appreciate the information on your recent research activity and the copies of your papers. At this time, the XXX program is not accepting EAGER proposals. If you have additional questions, please don't hesitate to reach out."

...But I did try!

Sorry to hear this. It is not clear to me where EAGER money comes from. If this is from a central pot that NSF reserves, then I suppose the PD is more likely to accept EAGER. If the money is from the same program, then I don't see why the PD would accept an EAGER proposal that was rejected by CAREER

I would take another stab at the EAGER in mid-February or follow up to see if the program accepts EAGER proposals at that time.

The response somewhat reads like a budgetary constraint (e.g., This program doesn't have any funding left for EAGER proposals this fiscal year). I wonder if it's related to a continuing resolution.

Thank you, all. this proposal isnot my CAREER proposal. This is another one. once rejected in 2018 and the resubmission rejected in 2020. Iamnot sure why the PD said they donot support EAGER, I found in their recent funding they funded 3 EAGER projects!

I will follow-up with the PD in mid-February, then! This is a good advice, thank you.
