The article notes that Phoenix is bringing in a new president. We've had quite a bit of discussion about the kind of administrators boards hire when an school is in serious decline, and also the personal priorities of those who seek those positions.

In this case the new president is George Burnett. His achievements tell you a lot about the Phoenix board.
Burnett was "CEO of Denver-based Alta Colleges, operator of Westwood College, which closed in 2015 in the wake of a devastating legal complaint, alleging systematic deceptions of students, filed by the state of Illinois. "
