I love this-- I described it to a friend as waiting for the coin to stop spinning-- there's nothing you can do and it does no good to try to predict-- but I like the quantum analogy even better. Schrodinger's grant proposal.

Update: The status date changed and the status is still pending. I guess my proposal got rejected :-(

However, if this is summer money and only good for months  X, Y and Z in 2022, then it could amount to a pocket veto.
