My institution had many departments in book fields explicitly state expectations of a book in a respected press OR a specific number of refereed publications to address issues like this. Keep your hopes up, as others have noted information such as this often gets considered even if not in the dossier. I wish you the best of luck.

Tell everyone you possibly can about the book news. Even if they can't formally consider it, the news could sway the vote. So much depends upon your institution, but at my uni what really matters is whether you have published substantially in your field (sounds like you have), and have evidence of continued publishing (this is where we count items under review, which we actually like to see).
And, yes, go on the market, which is standard advice when you're up for tenure. Good luck!
