That's really weird. From places I'm familiar with in Canada, if there are several campuses of a single institution, they have a single president. Each campus will probably have a dedicated vice-president, but the same president and chancellor preside at all of them. Graduation ceremonies, for instance, are scheduled so they don't conflict.
It takes so little to be above average.

PASSHE schools have very serious challenges, and starting with these ineffective and unworkable changes is not going to get them closer to a solution. Whether individual schools become much smaller, or some schools close, the obviously needed solution is so politically fraught that it does not get serious consideration.
