Budget annual PI meetings in DOE budget

Who pays for annual PI meetings at DOE ? Should travel costs for thoseincluded in budget ?

I'm not sure about DOE, but with DoD the PIs were expected to use grant funding for travel to program reviews.

I would be very surprised if DOE provided additional travel funds for mandatory meetings.  The only time I've gotten extra money from DOE was when I was on review panels and not otherwise being paid by DOE.  If DOE was already paying me for something, then that project was supposed to cover time, materials, and travel.
