I think so.. I haven't found any source that separates out desk-rejections.

PRL is self-selecting in that regard (authors don't send papers they don't believe will get in..)
This paper says PRL acceptance is actually closer to 30%

Which low-acceptance-rate journal has the least self-selection?  That is where do deluded prestige-seeking physicists sent their articles hoping that the rejection rate is stochastic, and they have a shot?
