Senate Organizing Resolution

I've looked but cannot find the origin and/or authorization for the Senate Organizing Resolution.  I checked Senate.gov and other places but no luck.

Any suggestions?

My question is specifically about the legal foundation for the Senate Organizing Resolution which Mitch is holding up because he wants written assurance that the Dems will not do away with the filibuster.   Mamselle posed two questions; I answered them.

Would such a written assurance be legally binding? It's not clear how it could be. Would it make ending the filibuster more difficult politically? Perhaps slightly, but ending the filibuster will already be politically poisonous. If Democrats do it anyway, it's because they know that the two parties get to take turns failing in this country, so they might as well take full advantage of their turn.

Thanks Mamselle.  I'd perused senate.gov and seen that a resolution is required, but, again, it does not give the legal basis for it.

I'd guess it's still in process.

It might be something a Senator's or representative's office could comment on, if needed for a research citation, or their office manager might know the time-line for development and completion.

But you've probably already sussed that out!
