NSF Collaborative Proposal Submission Issue

The PD also suggested that the other option would be for us to withdraw the whole project and submit, with the whole team including the other collaborating institution, to a future competition.

It is not clear what they will do for the proposal submitted. Will they return it or move forward reviewing it.

Basically, the PD is telling you to withdraw the proposal so as not to waste anyone's time with an incomplete submission. If you don't withdraw it on your own it will be returned to you without review.

The is 0% chance it will be funded or favorably reviewed with the missing collaborative piece.

Now the lead PD sent the following message:

They would like to understand better what happened with other collaborating institution such as
a. did the collaborating institution uploaded in the system and forgot to hit the final button and that can be verified using the screenshot of the FastLane
b. did the collaborating institution perhaps submit to a different program and the proposal was not linked to ours and
c. did the collaborating institution not follow through with the submission process

NSF Lead PD would like to know where did the process fail and would like to get the complete and detailed story from the collaborating institution.

NSF PD also mentioned that based on what actually happened will determine if there is a way forward or whether NSF will ask us to consider withdrawing our submission rather than being returned without review due to non-compliance.

Good luck. They're trying to figure out if you have an extenuating circumstance.
You don't if the answer is 'B' or 'C'.

The problem is the proposal that was submitted on time includes a collaborative element that is missing and cannot simply be ignored during the review process.

The collaborating institution in question is a community college and they dont have a robust research office...

We did just email the lead PD  explaining the situation along with the screenshot showing that all the documents were uploaded in FastLane before the deadline to the program that we submitted...

Okay, that explains it. I can't imagine any competent office of sponsored research would make such a mistake/

The CC had their documents uploaded in FastLane prior to the deadline? If that's the case then you should be fine. That's an institutional problem but should be understood without an active research office.

Grants programs are increasingly requiring collaboration with organizations that don't have robust, or even any, research offices. Congress likes that because it ties the work to the constituents. But having even token involvement by a collaborating institution can ruin even the best proposals simply by failing to submit on time. Congress needs to include safety nets with these requirements.
