Summery salary to discretionary fund?

I was told about a story, converting summery salary to the discretionary fund.
Is it possible for NSF/NIH fund as well?
My next year's funding is unclear so that it may help to support my RAs.

It's probably possible.  Talk to your grants office.  You'll need to find out whether such rebudgeting can be done locally, or whether it requires getting a new budget approved by the funding agency.

Nsf allows changes upto some percent (I think 20) without permission

Most granting agencies reimburse actual expenses. Depositing funds into a local account is definitely not an expense.

If you are budgeted for summer salary for yourself, and want to use it for an RA salar instead, that is usually no problem. If the grant ends before you need to pay them next year, a no-cost extension can solve the problem.
