In-person meetings during a pandemic

Yesterday our college and department meetings were held.  I am so disappointed in the attendees.  Masks are not required but are suggested.  All I can say is that it does not look like we will be Leading by Doing this year on campus!  The college meeting had about 50 people in the room and only 17 wore masks. And I m not sure that all 17 wore them the entire time.

The department meeting had almost 20 people and only 5 wore masks. 

The department meeting had more social distancing, but the college meeting had maskless people sitting right beside masked people and some maskless people side by side.  The room was large enough to hold that many without having to sit side by side I think.

Testing starts Monday for all faculty, staff and students, but requires an appointment. The appointment scheduling link is not yet up!

CDC:  "If you are fully vaccinated, to maximize protection from the Delta variant and prevent possibly spreading it to others, wear a mask indoors in public if you are in an area of substantial or high transmission."

Isn't most of the U.S. now in "substantial" or "high" transmission?  Why are so many people nationwide not wearing masks indoors?
