CLO's and Bloom's taxonomy

I just finished going through several course and program proposals (grad level) that couldn't seem to go any higher than "demonstrate" something. For those in the know, is there any real applicability to Bloom's? And for those proposing programs and courses, maybe do a bit more than "demonstrate"?
